To prepare for emergencies and ensure the continuity of port functions, including ship arrivals, departures, and cargo stevedoring, various key port service providers in each port area have entered into port operation agreements with the government.
The term "emergency situation" refers to situations such as a state of emergency equivalent to a wartime situation, bankruptcy of shipping companies,
disasters, etc., which result in significant disruptions to maritime and port operations, leading to the suspension of the transportation of export/import cargo or the inability of ships to enter and leave the port, causing serious damage to the national economy.
